Ottawa County Circuit Court Overview
Michigan's circuit courts are the general-jurisdiction trial courts. They handle felony criminal cases, civil cases over $25,000, family matters including divorce and custody, lower-court appeals, and administrative agency reviews. Each Michigan circuit covers one or more counties. Ottawa County sits in the 20th Judicial Circuit, which serves only Ottawa County. The court's mission statement is "To Administer Justice and Restore Wholeness in a Manner that Inspires Public Trust."
The 20th Circuit Court shares administrative identity with the Ottawa County Probate Court for navigation, but the two are distinct courts under Michigan law. The Circuit Court has a trial division and a family division. The trial division hears felonies, civil claims, injunctions, lower-court appeals, business court matters, and Recovery Court. The family division hears divorce, custody, parenting time, paternity, juvenile delinquency, abuse-neglect, adoption, and Friend of the Court matters.

How a Case Moves Through the Ottawa County Circuit Court
Cases reach the Circuit Court either through direct filing (large civil, divorce, agency appeals) or through transfer from the 58th District Court (felonies bound over after a preliminary exam). The flow below covers the standard criminal and civil paths.
Criminal flow: Arrest › 58th District Court Arraignment › Preliminary Examination › Bound Over to Circuit Court › Arraignment on Information › Pretrial › Plea or Trial › Sentencing › Michigan Court of Appeals if appealed
Civil flow: Complaint Filed › Service of Process › Answer › Discovery › Motion Practice › Mediation or Case Evaluation › Trial › Judgment › Michigan Court of Appeals if appealed
Circuit Court Trial Division
The trial division of the 20th Circuit Court hears felony criminal cases, civil claims over $25,000, injunctions and equitable relief, business court cases, personal protection orders when not reassigned, and Recovery Court. It also reviews lower-court appeals and administrative agency reviews. A recent posted matter from the court is "Opinion and Order in Allen v Park Township, 25-008303-AA," described by the court as part of a continuing dispute between landowners and municipal government about short-term rentals in the municipality, showing the court's reach over local-government administrative appeals.
Circuit Court Family Division
The family division handles divorce, custody, parenting time, paternity, support, adoption, PPOs, juvenile delinquency, and abuse-neglect cases. Friend of the Court runs support orders, custody enforcement, parenting-time disputes, and referee work for family-division cases. Juvenile Court handles delinquency and child protective matters. Access to juvenile and adoption records is limited under MCL 712A.28 and MCL 710.67.
Recovery Court and Specialty Programs
Recovery Court is a 20th Circuit Court problem-solving program for criminal cases tied to substance use. The 2023 annual report says Recovery Court has accepted more than 500 participants with a 75% graduation rate. The report finds participants were 73% less likely to be rearrested over three years and had a 20% reduction in felony rearrests over five years after discharge. Recovery Court dockets include incentives, sanctions, status reviews, and graduation orders alongside the standard criminal events.
Lower Courts and Magistrate Functions
Below the Circuit Court, Ottawa County uses the 58th District Court for misdemeanors, traffic, small claims, landlord-tenant, and civil cases up to $25,000. A district judge or magistrate sets bond, handles arraignments, and decides civil-infraction informal hearings. There is no separate justice or municipal court system in Ottawa County; ordinance matters that correspond to the Michigan Vehicle Code are handled in District Court. For District Court details, see Ottawa County District Court.
20th Judicial Circuit
The 20th Judicial Circuit covers Ottawa County only. Circuit Court judges are elected on nonpartisan ballots for six-year terms. The Michigan Court of Appeals is the next level above the Circuit Court for appeals. The Michigan Supreme Court is the state court of last resort. The state judicial branch page describes Michigan's "One Court of Justice" model.
Note: The 20th Circuit Court covers Ottawa County only; some Michigan circuits cover several counties, but the 20th is a single-county circuit.
